  1. 1.   Introduction

Elementary school is a place where the process of teaching and learning interaction started between teachers and students. At this level, every child is prepared to be able to read and write to support their steps to the next level. The improvement of learning system nowday should be balancing with awareness of teachers and students to keep on learning as their provisions in the future.


One way that can do to get those informations is reading. Reading is a process where a person could directly interact with various individuals. For example: when we read a book, an author had summarized a variety of informations in a document (book). Actually, reading habit can be nurtured and improved. The roles of library and school librarian are expected to increase the reading culture and the quality of students in elementary school.


  1. 2.   The existence of Library and School Library
    1. a.     Library

The existence of School Library has been regulated in Law No. 43 of 2007 on the Library and Regulation of the Head of National Library of Indonesia Number 10 of 2017 on National Standard Library of Primary School/ Madarasah Ibtidaiyah.The existence of School library is very important and as a benchmark for the progress of education and how big the role of the school to build their students' intelligence through a variety of reading materials in the library. But, sometimes the expectations are not in accordance with conditions in the field. Nowday, the existence of the library in elementary school is minimal. According to the data of the National Library of Indonesia (PNRI) in 2015, from the total of 170,647 elementary schools in Indonesia, only 78,432 primary schools have libraries, or 45.96%.From this reality, Indonesia is needs more libraries to be built and to develop in accordance with the school needed. Beside, each school libray is required to obtain sufficient and continuing funding to convey information through a quality books.

In the Regulation of the Head of National Library of Republic Indonesia No. 10 of 2017 it has also been mentioned that each School Library should have enrichment books with comparison 60% nonfiction and 40% fiction or if there is more than 10 study groups in one school, then the Library should have more than 1000 titles book. Beside, Schools /Madrasah must allocate at least 5% of the school's operational budget for library development.

Purwono (2013: 17) presented the purpose of the School Library:

  1. Support and broaden the education objectives as outlined in the school's mission and curriculum.
  2. Develop and sustain children's continuity in reading and learning, as well as using library for lifelong.
  3. Support all students in learning and practice their skills by using information, regardless of form, format or media, including the sensitivity of the mode of communication.
  4. Work together to achieve school missions with students, teachers, administrators and parents.
  5. Do promotion of reading and services of the School Library to the entire school community and community.

The existence of School Library is very beneficial especially in terms of providing information and ideas and equip students in the form of lifelong learning skills.Therefore, the existence of the Primary School Library should be continue to be supported and developed for the advancement of reading culture and creativity of students.

  1. b.     Librarian

In addition to the existence of the School Library, the role of the School Librarian also has an influence for the development of reading culture in Elementary School. In the Regulation of the Head of National Library of Republic Indonesia Number 10 Year 2017 on the National Standard of Library of Primary School / Madrasah explained that librarian is a person who has librarian competence obtained through education and /or training librarianship and has the duty and responsibility to implement library management and services.

Each School Librarian must have a professional attitude in managing the School Library and can establish good cooperation with the school party, especially in supporting the implementation of learning and school curriculum. In an effort to foster reading culture in the elementary school, each school librarian must have empathy to the students (students) who came to the library. There are several methods that can be applied by the Primary School Librarian in an effort to improve the reading culture such as:

  1. Involving students in the management of the Primary School Library. This activity can be conducted at certain hours by directing students with various reading materials in the library and provide feedback on reading material that has been read by students.
  2. Providing a variety of games (games) that can improve their power of reasoning. According to Dr.dr. Tjhin Wiguna, SpKJ game is very beneficial for children because it can stimulate children to be smart. Stimulation greatly helps the formation of branches of brain cells and multiplied the number of connections between brain cells to form a more complex, sophisticated, and powerful brain circuits.
  3. Introducing students a fast reading technique and stimulate them to make a summary after they are reading a book.  These techniques are expected could help students found a necessary and certain information, searching material of a book or reading page in a short time.


Story telling is a communication media for transferring interesting ideas to the students. By doing story telling, it is expected could grow students interest in books and hopefully, continued with other books.

Basically, the growth of reading culture in elementary schools should be start from the awareness of all parties. The presence of a library in an elementary school is expected to be able to improve the quality of students. Without source of informations, it will be harder for a school to develop a good pattern of education. School Library is a source of information for students with a variety of reading materials such as books, magazines, encyclopedias and various other library collections which can increase their knowledges.


  1. c.    Conclusion

From those explanations above can be concluded:

  1. The existence of school libraries is needed in delivering information to the school communities (teachers, staff and librarians). It is also hoped could give influence and improve the reading culture at school.
  2. Librarian should have strong determination in developing the reading culture by doing various policies such as involving students in school library management, providing variaty of games, teaching fast reading techniques, summarizing after reading a book and implementing storytelling activity.
  3. To run these reading activities requires a strong will and commitment from various stakeholders from both school and local government. The development of reading habits since elementary school will influence the quality of education in the future.
